Note that the Iraqi army has withdrawn from Falluja. In fact, the 1st IAD (by all accounts a very high quality army division) has sent half its forces (2 out of 4 brigades) to Baghdad and Diyala from Western Al Anbar.
The Iraqi Army and MNF transfer all of Al Anbar to the provincial government, provincial police and local police in weeks. After PIC, the provincial government will be responsible for all security, courts and civil law.
Baghdad, however, remains very dependent on MNF-I. Much of the Iraqi Army has left Baghdad to return North and South. Much of the Iraqi National police has similarly left Baghdad. the plan is to transfer 16 out of 18 Iraqi provinces in 8 months (versus 9 now, and Al Anbar and Ninevah in weeks.)
